Roschier contributed to a government inquiry on Arlanda’s role for Sweden’s growth

The Swedish Government Officials Reports has released the final report in connection to a government inquiry, examining the competitiveness of Arlanda Airport in Stockholm. Roschier supported the inquiry by advising on legal and strategic questions related to infrastructure, financing and governance.

The inquiry, led by former minister Peter Norman, examines how Stockholm Arlanda Airport can continue to serve as Sweden’s primary international airport and strengthen its role both nationally and internationally, while also contributing to accessibility, economic development, and sustainability.

Arlanda’s role has been the subject of ongoing debate in Sweden in recent years, both among politicians and business leaders, who have emphasized how important Arlanda is for Sweden’s international competitiveness.

The inquiry’s final report concludes that Arlanda is a vital part of Sweden’s transport infrastructure and should be treated as a strategic priority in national planning. It highlights the need for coordinated, long-term efforts to secure the airport’s competitiveness amid growing travel demand and increased expectations for climate transition, resilience, and service quality. The report also outlines concrete recommendations for how Stockholm Arlanda Airport can increase its competitiveness.

“The legal framework and implications for the public-private partnership regarding the high-speed train to Arlanda were the key issues Roschier helped the inquiry to navigate”, Erik Ficks says.

The work by Roschier is explicitly recognized in the report. “We are grateful to Roschier for their valuable input and support throughout the inquiry. Their contribution helped clarify key legal and strategic aspects in the work,” Peter says.

The inquiry involved broad engagement with more than 150 stakeholders, including industry representatives, government agencies, municipalities and organizations. It draws on previous research and policy proposals, and presents a cohesive plan for how Arlanda can continue to develop as a key hub for sustainable and secure transport in the Nordic region.

“The lessons from this process can be applied to other major infrastructure projects in the Nordic region and should also be considered for any other public-private partnerships”, Erik says.

From Roschier, the lawyers Johan Sidklev, Erik Ficks, Kristian Hugmark, Filippa Michelsson, Giada Maglione, and Prisca Betesta worked on the inquiry.
