Robert Utter

Robert Utter is a Helsinki-based Counsel specialized in environmental, real estate, mining, energy and climate change law as well as real estate transactions. He has in-depth experience in environmental regulatory matters, real estate regulations, environmental liability, mining legislation, electricity market regulation, renewable energy support schemes, and emission trading regulations.

In addition to an LL.M. degree, Robert holds an LL.D. from the University of Helsinki. His previous experience includes, for example, advising the Finnish Government on legal matters relating to international and EU climate change regimes and working in the Environment Directorate General of the European Commission.

Robert is recognized as a rising figure in the field of energy & natural resources and environment by international legal directories such as Chambers Europe and Who’s Who Legal. Clients describe him as a “smart, fast and customer-oriented” (Chambers Europe, 2018) and highlight his “special skills and experience in power generation related agreements” (Chambers Europe, 2017).

Robert Utter’s experience includes advising:

  • Telia Company in the legal separation of Telia’s Finnish tele and data communication infrastructure into a separate company, Telia Towers Finland Oy through a partial demerger;
  • Enefit Green AS, the Government owned Estonian energy company, in the acquisition of Tolpanvaara, a wind farm project of 22 wind turbine generators located in the City of Pudasjärvi in the Northern Ostrobothnia region in Finland;
  • Pareto Securities AB in the acquisition of a Finnish real estate portfolio consisting of 123 grocery store and daily-goods properties from funds managed by Oy Sirius Capital Partners Ab;
  • CBRE Global Investors in the acquisition of the Skanssi shopping center;
  • CBRE Global Investors in the sale of Merikortteli to Antilooppi;
  • Kemijoki Oy in relation to hydropower production and electricity market related agreements;
  • InfraVia in the acquisition of Kilpilahti electricity distribution network from Neste Oil;
  • Rautaruukki Oyj in the combination of SSAB AB (publ) and Rautaruukki through SSAB making a recommended public share exchange offer to Rautaruukki’s shareholders with a premium of 20% based on the last three-month volume-weighted average share prices of both SSAB and Rautaruukki. The total value of the share exchange offer amounts to SEK 10.1 billion (EUR 1.1 billion).
